The correct answer is "Jesus making the Law more honorable so He can fulfill it" because the The Old Covenant Law is still active in the Gospels the New Testament, and in the Gospels a transition is apparent as we move out from under the Law and into Grace. During that time, Jesus is “making the Law more honorable,” as it had been watered down by the religious people of the time.

Isaiah 42:21 says "The LORD is well pleased for His righteousness' sake; He will exalt the law and make [it] honorable."

Since one of the missions of Jesus was to come to fulfill the Law, He was not going to attempt to fulfill the watered-down law of the religious rulers, but the full Law. That is why Jesus will seem to build-up the Law in certain passages (not for us to obey; that would be impossible. But rather for Him to fulfill).

Because of this transition, we need to be careful as we read to understand what Jesus is saying and why. In one passage Jesus tells us that His yoke is easy and His burden light. In another place He tells us to pick up our cross and follow Him. We need to be careful as we learn to "rightly divide"

2 Timothy 2:15 says "Be diligent to present yourself approved to God, a worker who does not need to be ashamed, rightly dividing the word of truth."
